I live in an apartment complex. I have baseboard heating which is supposed to be controlled by a thermostat. The building itself is too hot in the winter and therefore the thermostat in the apartment is ineffective. The building is 4 years old and we have had 3 episodes of frozen and burst pipes (one of them in my apartment). It is the general consensus that there is no insulation between the wall and the outside wall. The heating pipes run along this wall but in the room, not in the wall. I plan on putting insulation between the pipes and the wall to protect them from freezing. Can I put insulation on the inner side of the cover as well? I want to open the windows to cool the apartment and prevent the pipes (which run below the windows) from freezing. I've been told that even if the window is opened 1/8 inch it can cause the pipes to freeze. Thank you for your help.

I am wondering if the thermostat can't be replaced. If the building is only 4 years old, there appears to be something wrong with the entire heating installation. Have you tried just replacing the thermostat yourself? You can insulate the back of the pipes that run through the radiators but don't cover them up completely,, then you would have no heat (or darn little). Call the landlord. Call a heating contractor. I am sorry for your situation but something is very amiss with such a new building. Good Luck
