I am trying to find a cyborg movie I saw in the late 80's early 90's?

The only things I can really remember conclusively about the movie is that in the ending fight sequences one of the
Cyborgs rips out a tube from the head of the other's heads and it spurts continuous flowing oil and there is
Another character who is human hiding in the shadows watching the battle? Any help in identifying the actual movie
