Canadiana Snow Blower Problem

I have a Canadiana 532 track snow blower. Probably mfg. In the 80's. It is like new and starts and the motor runs well. 5hp. It seems to only want to back up. I do not have a manual. The lever for direction seems to be jammed. Any suggestions would be appreciated. JG

Has a new auger belt. Only throws it about 5 feet. Constantly gets clogged.
