Toilet flushing only when tank lid is off

My toilet is not flushing correctly. It will fill up with water, you can see the water swirl but it won't flush to the bottom. Now it will flush when I take the lid to the tank off. Any ideas?
Install double check in sewer line with ejector pit

Double check installed in main line so basement will not flood in heavy rain and ejector pump installed on house side to a spot in front of checks so that the bathrooms and downspouts still get into sewer.

We are experiencing flushing problems with 2 of 3 toliets in our house and when we usually flush the ejector pump turns on and pushes the waste out, it is not turning on and not sure how to check if we need to clean or maintence it somehow or we need a new one.
