Should a GFCI outlet trip the breaker in the panel box?
Had a gfci breaker trip but it tripped the breaker box and not the outlet is there a reason for this?

Im not sure I understand the question completely.

Is it that you have a GFCI outlet on a GFCI circuit breaker?

The Breaker is located at your panel and the Outlet is at the location of the plug. If the Breaker has tripped then it detected a surge in the circuit. That is what it is suppose to do.
