Can you help me here?
If x+3/-2=8
Would x+3=8*2? Or x+3=8*-2?

You need to give us some parentheses to make sense of the equation. But, if you are writing (x+3)/-2 = 8, then multiplying -2 on both sides would give you x+3 = 8*-2.
