Did you install the proper flapper? Some toilet brands require a specific flapper. If it isn't closing, is the chain hanging up the flapper? Is it an older American Standard with a timing cup? Little more infoe please.

Yes it was a flapper from the package---i've found part of my problem --there was something stuck in the portion of the bowl where the water comes in --now the toilet flushes 2-3 times before the flapper drops downg

Ma's on to something here. If your flapper came with a ring, (see image) then cut it off and reinstall the flapper. Here's some tips on adjusting your new toilets tank parts.
    Pipe dripping
Check the tank water level, it should be at the mark in the tank or 3/8 to 1/2" below the top of the over flow tube. Now look at the flapper, If it has wavy edges on the flat surface, replace it. The linkage between the flapper and the flush lever should have 1/4" play when the tank is filled. Also, check the small tube coming out of the top of the ballcock and make sure it's connect to and draining into the white overflow tube. If the leak is at the base of the tank there are two brass bolts on both sides of the flapper, if the tank is loose, leaking or wobbly, snug up the bolts. If there is dampness at the base of the bowl, pop off the china caps and snug down the closet bolts. More questions? I'm as close as a click. TOM

Good advice Tom. Can well tell us why the kit was needed, what was the toilet doing that caused you to replace the valve?

If it flushes that many times before dropping, you have the wrong flapper or it is hanging up on the fill tube , tank or chain. With the top off, flush the toilet and watch the flapper. If it doesn't go down, gently push on it and see if it is caught on something.
