Tenant's right in regard to supply of cooking gas in New York City (Manhattan)
I moved into a new apartment a month ago, and the whole building has been recently restored. Only heat and hot water are included in the rent, and I pay for electricity and cooking gas. The problem is that because the landlord was not timely with getting the building's sprinkler system inspected by the Dpt. Of Buildings, the gas supply is not turned on, and I have been living without cooking gas for over 4 weeks now. Technically it is not the landlord who supplies my gas, but because of him, I am unable to cook in my apartment.
I read in the rent guidelines that the landlord has to provide gas or electricity for cooking- he has not given me any kind of electric stove or hot plate to compensate for the lack of gas. Is there anything I can do? Do I have a valid complaint against him?

You certainly do - first I would write him a letter, CERTIFIED MAIL, RETURN RECEIPT - and tell him how long the gas has been off, you are unable to cook in your apartment, gas for cooking is included in the rent. What type of adjustment for back rent does he intend to make AND what kind of reduced rent can you expect to pay until the gas service is restored - ?

Put the ball back in his court.

Housing Court might be fascinated but I don't know if you want to "go there."
