    With downspouts and leader lines can I drop from 4 inch to 3 inch?
    Can I drop from 4 inch sdr 35 to 3 inch pvc?

    Sure but you will have less total flow available and 3" tend to clog more because twigs and branches get caught easier. If you kee them clean you should be OK.
