    Refund check was not cashed and is out dated, it was sent to State,
    Refund check letter was not opened (Nov. 2005) contacted rental agency who stated that it had been sent to 'the State'. How do I go about retreiving it, and what department do I contact?

    Try the state banking authority. This probably was turned over to the state under escheat laws.
