    Littering cries you out for the fine of 1,000?
    Dear respondent,

    I saw while driving in the state of Washington such a warning for littering, but would like to make sure that it was. Any one's answer would be welcome. Thank you.

    That's what it was.. People in Japan don't throw their trash on the street. We need to be THREATENED.
