    Where can I get an application to apply for a small business loan for a convicted felon who has served all his time

    What you are seeing are internet scams to get a fee out of you.

    There are small business loans for people (anyone) with good credit and a solid business plan and some success with it already. The gov't is broke enough as it is and isn't lending money that easily. What you might have better success with is a school loan or possible grant, perhaps for a technical program. Try the Education Connection.
