I changed the timing belt on my 92 honda accord, put all timing marks where they belong. But the car won't start. It sounds like it wants to start but it does not.

My 91 honda civic is not starting even with a new fuel pump! I thought that's what it was and I guess I was wrong, but I took the cover off my timing belt and the belt is loose not tight like it should be, could this be the reason its not starting? Help me!!

Purchased used 2000 Honda Accord. Previous owner did not replace timing belt at 110,000 miles but said mechanic check it and it was okay. Can timing belt be checked? Should we quickly replace it?
