You shouldn't wait at all if you're ready to get a divorce - what would be the poitn of waiting if you've made up your mind?
You should ideally file for divorce where you got married and have to consult an attorney there about whether he has to consent ot the divorce, and what steps you must take if he does not consent. I would think you could get a divorce without his consent in the UK - pretty evolved country - but am not sure.
Your first step is to consult with a family law (divorce) attorney in the area where you currently live - I assume the UK, or the county where you originally married. They can clear up the issue of jurisdiction - that is, where you should file your divorce - and from there, follow the attorney's advice.

I suggest you make an appointment with the Citizen's Advice Bureau where you live.

Generally speaking,if you were married in the UK,you get your divorce in the UK.
