Do you live in an apartment? Any reason in particular you are training on pads?

The pads can be very confusing for a puppy, they are allowed to go to the toilet in the house, but don't understand why they get in trouble for going on the carpet.
If you can it is always best to train the puppy to potty outside right from the beginning.

Be patient and be consistent, toy breeds are notorious for being hard to potty train.

He's a baby! And it doesn't sound like you have a plan. How is he supposed to know when and where to poop?

Anything that's soft he thinks is a peepad.

Peas is on your plate, pee is on the pad, not called a poop pad for a good reason. Never been a big fan of pads because they can easily confuse a dog, especially one that's only been away from the litter for 7 weeks. Try to answer the good questions asked above. House training a dog can be daughting but it can be done with patience and understanding of how dogs "think" and behave. We would benefit from knowing more about the dogs routine. When and how often does he eat and how much exercise does he get and when.
