    VPN is a encrypted secure connection between two points Usually routers that is carried over the Internet. Speed on a VPN connection is governed by the speed of the local Internet connection and the time taken to encrypt - decrypt the data at the endpoints. VPNs are not usually used for surfing, but for remote secure connection to network resources for mobile users. So using a VPN for Web browsing or streaming would if anything slowdown the connection and require the web pages to be served through a proxy from within the secure network, for lots or reasons this is a non optimal setup but can be used usually when connecting to intranet (or sites hosted inside a secured network for use on the network)
