    Why would a 1995 Buick Regal
    Turn over but not start after having the fuel pump, filter and relay replaced. It also has a new battery and new plugs. I ran the car out of gas.

    Add more than a token amount of gas. Then, turn the ignition switch to ON, allowing the fuel pump to run for several seconds. Now, turn the ignition switch OFF. Repeat this process several more times. This will fully pressurize the fuel rail, which needs to be done before the engine will start.
