How often will Virginia exterdite from California on a vop for VA. Larceny charge

A friend had a larceny charge in VA,they violated probation by leaving the state and got picked up by accident. The officer said they would exterdite him and had 10 days to do so. My question is what are the chances that Virginia will exterdite? Thanks
