Ok, my son is now three, when he was 6 weeks old his bio father fractured his skull, thought the courts found it accidental, cps still made us fight for our rights back. I did all of the required things for my son... the bio father did not. I filed a parenting plan as CpS required, and have my son in my custody. The bio father has supervised visitations. He does not however partake in these visits, nor pay child support (never has paid a dime)The bio father has not seen the Child in any way shape or form since March 6th of 2010, and today is march 29th 2011. I want to know if in the state of Washington, is there anything I can do to remove his parental rights, so that I do not have to worry about filing for court permission every time I move, as I do under the law at this time, and is there a way to just be free of him forever since he has shown repeatedly that though his words say he's interested, his actions do not.
I don't want either his money, nor his involvement in our lives, and there is zero significant bond between the biofather and the child.

Do you already have a court order against him for child support?

Yes, my parenting plan was finalized nov. of 2008, and he does not partake in any visits, since he must hire a professional supervisor, nor has he ever paid support of any kind. Im hesitant to find him in contempt because Im not sure exactly if I have enough grounds to do so, I really just want him to go away, my son does not know him at all, and really I believe its total garbage that because I did the right thing, I now have to ask permission to move, until my son is 18, yet he can go live his life with zero restrictions, and zero responsibilities to his offspring.

Since there is a support order then he has more then zero responsibilities. You should be pursuing that. Arrears never end so all he is really doing is piling up debt. Also he can't leave the country or get a passport. That's why you need to keep up with it. For the child's sake.

Yes, the arrears are piling up, however the division of child support is not doing anything, and I don't know what to do besides calling them, and asking what they are doing about it... which is getting me nowhere fast... and I do not want his money, I want to get him out of my life, removing his parental rights, is there a way to do that in the state of Washington? Or not?

The only way that's really going to happen is if you get married and stay married and then your partner wants to adopt. Other then that the courts have no reason to remove his rights at this time.
