    Summons for debt collection?
Since I received the summons is there an address where I need to send my written response to on the summons? Or do I send it to my county clerk?

I would send it to the Attorney (or collection agency), copy to the Court - both return receipt requested to prove that your response is timely.

If you could have made payment arrangements why did you wait until they filed suit?

The summons should indicate an address to respond to.
