ICBC , can they still hold my licence even though its been 6 years?
I was involved in a "No Fault" accident which has left me partially dissabled. Can they still try to make me pay for the light standard after 6 years of the debt being in collections? I am unable to work without my licence

Yes, they can stop you from ever getting it, till paid,

If you go bankrupt, while they can not sue you for the money, they may not issue you a license till it is paid, since the license is not a right so they can restrict it from being issues.

The reason you owe was because you did not have insurance, had you had insuranace it would have paid for the damage.

So yes they may do it.

Next where do you live, here in Atlanta GA, many people don't even own cars, and using public transit is common

No the accident was covered, the truck was paid out. No charges, no fault, 6 deer had a game of suicide at night, hit 4 of them trhen hit a light standard in my drivers door doing about 50 miles a hour. I suffered a shattered pelvis, broken back in 5 places, tore my left thumb off, chrushed two discs, ruptered one and have one protruding. Unless I take pain killers in massive amounts (which I don't) I can't work in a physically intence job, which was my trade before the accident. I am also in Canada , which will make a huge difference here compaired to the US. Were you aware I was from Canada?

Why was the light standard not paid for by your insurance at the time, have you turned it over to your insurance at the time.

I based my answer on the local law in my area
