    I have no real idea what you are talking about. My suspicion is "no". If a country is not a party to an agreement it is not bound by it.

    But tell me: where does the title to your thread "I Need to Talk to a Solicitor Online Free Now?" come from? Is there a site somewhere that links to this one which puts that sentence in the subject line?
