    Can canadian citizen file for sister to become permanent resident if she's passed 21?
    The canadian citizen lives in Quebec and his parents passed away years ago and his sister lives in the usa. What status must his sister have for him to apply for her?

    She contacts Canadian immigration and asks what she has to do to live in Canada with her brother. I don't think it is that complicated; she keeps her US citizenship and lives in Canada part of the year. If she doesn't want to do that, then she applies for Canadian citizenship. It is all done through immigration. Not here. She is 21, she does it herself, not her brother.
