    Can the father of my child terminate his rights without my consent even if he is not on her birth certificate?

    If he is not on the birth certificate, than he HAS no rights to begin with. He will have no rights until he gets a paternity test.

    If he is legally pursuing the termination of his parental rights, then he is admitting paternity.

    In which case, you can see your lawyer to establish child support.
