Our cold water in the house is being blocked by sediment.Where do I start?
My shower began to lose cold water the other day.
After a storm,we lost power, and this got worse. The cold water inlet to the washer is blocked by little black chips, and the portable dishwasher is, now. The kitchen sink has little water coming in. There is no cold water coming in to the shower. These all have the small particles in them, blocking any screens (or filters).
    Where do I start?
I ran the hose outside for half an hour, as one site recommended.
I don't know if it's our 110 foot well, the submersible pump, or inside the house.

110' is shallow and your well foot could be pulling up soil. A whole house filter will help but having a well driller out for a consult would be a good idea. How deep are your neighbors wells? In the meantime unscrew and clean all aerators and flush your water heater. If unsure how to do either just let us know
