    Hello j:

The statute of limitations runs from the time a crime is committed, until an arrest is made or the time limit runs out. If you've been arrested (given a ticket), the sol stops running. If you DIDN'T get arrested, how would they know to arrest you?

I'm not sure what the question is - is OP asking how long a period he has to pay a fine and then the fine expires or isn't collectible or something along those lines.

If so, the answer is... the time within which to pay a fine never expires and if it's not paid a warrant (which also never dies) is issued.
