80's/90's kids cartoon movie
When I was younger I used to watch this one cartoon movie all the time but can't remember the title. The only part of the movie I can remember is the villain. The villain on his right hand in stead of figures he had pencils and on the left hand there was pencil sharpeners. His were white and glowed, he also had long gray hair. That's all I can't remember.
