80's animation movie

I really want to find a movie that I can remember a small part of from childhood that has stuck with me. What I remember: It was about a little boy, they lived in some sort of city, and he was a pied piper type character, where when he played a flute type instrument large stones (concrete?) came to life. That's all I know...
