    Continuous running heat pump
I purchased a new heat pump about 6 months ago. In cold weather it runs till the set temp. It shuts off and immedietly turns back on but the fan on the side of the unit does not turn. It has steam rising but the fan does not turn. It runs for about 30 minutes like this blowing cold air into the house. Then the fan on the side will come on and it will start blowing warm air again, and will do so till it gets to the set temp. Then it starts the process again. It is under waranty but the contracter that sold it and installed it has no clue. It runs continuously and I don't need the cold air when its 30 degrees outside.

I have a heat pump system everything works great. However, why does the fan come on when the system is off? It will run about every 20 minutes and it acts like its going through a cycle. Is this normal? I thought maybe a contact switch but I don't think that it has one. Any suggestions or tell me...
