Turn off the breaker for the pump. On top of the pump is either a threaded plug or a pressure gauge. Remove that, pour in water until it overflows. At that point the impeller housing should stay full of water. Replace the plug/gauge. Turn power on. You should be in business.

jlisenbe gave instructions for priming a jet pump, but if you have to do that there most likely are deeper problems. What kind of well and pump do you have? Submersible? Jet? Other? If it is a submersible, most likely you have a low pressure safety cutoff on the pressure switch. It is a small lever at the side that has to be lifted/rotated until the pump relay snaps in and the pressure builds up to 15 or so psi. Then it HAS TO BE RETURNED TO IT'S NORMAL POSITION. Any help I could give beyond this requires a fuller description of the system and the problem.
