    Sure. No problem. But you might have a problem getting entry into certain countries on a visa. Best to contact the particular country where you intend on visiting first before being denied entry.

    Yes, you can apply for a passport but you can't enter any country on "visa waiver program", you need to apply for a visa at the consulate of that certain country.
