I have a 1998 honda civic 3 door with manual windows,is it possible to convert to electrically powered windows ?

All things are possible, given enough time and resources.

In order to do this upgrade you'll need:
Window regulators,
Wiring harnesses, control module and switches (which means you'll likely need to replace the inner door panels),
Skills to install the regulators and control module with harnesses so that everything will function as desired.
Have ever replaced just a manual window regulator? Or ran wiring harness with the correct power and grounds?

You'll need to make certain that the power regulator can be properly secured in your door.
