He is not a dead beat and your assumption was very inappropriate. he had the baby as a teenager and securin decent employment at that time made it difficult to keep up with payments but he gave what he could. That was years ago and he has been paid up for over two years now, but they keep taking his check. I simply asked how to stop. I went with him to court and to the child support office before he filed last year and there was no back support on record. they assured him they would not take his tax return, but did it anyway. If he's paid up, they won't take his check - simple as that.
Typically the intercept letter will state what the taxes are being intercepted for and include the case number. Is he positive his check is being intercepted for the same case? He needs to find that out; someone may have named him as the father of their child and if he didn't show up to contest it, he may have been given that responsibility. So he might be current on this case but behind on the other.
