long time ago I saw I movie and the plot was

not in order of apperens in the movie

the city is a bio Dom/sphere its Sci-Fi, the city has landed on earth after some war/desaster, the caretaker of the city like 500 yars old has gone mand, and the city usase more then it can produce so its destroing the earth again. There was another person who should have been awoken, but an error laid her to her sleep.

Boy meats girl in lokal arcade, playaing a flight simulator game and getting the high score " company recruts players for Mecs, and they gets his best frend 2 best in game" hero tryes to find girl but she's not in the system then he hacks it and the "System Police" tryes to shut him down and sends people afterhim

Lots of hacking attaks at the police and such

I remember there is an program, interfering with police task force and random starts and shows on moniters al over the city, EVE program I think.

Boy meat finds girl and she wants to set the city free, and at the end the successful, the caretaker is old long hair, and he finally gets his memory back and the real caretaker takes over and opens the city to earth.

the end, I was like 7 yars old so it's a little fussy in my memory but it's a starting point

I believe that film is called Megazone 23, its bee na long time since I've seen it also.

There is a program called EVE in the Robotech movie series. There is also an orange/red dome in it.
Robotech movies are from 1986 (about), the second part in the nineties (it has sentinels in its title) and one from this century (with shadow in its title). All three titles also have robotech in its title, easy to find.
