We need more info and maybe a picture would help. Where is this inlet, is it there to provide make-up air for what's being pushed up the exhaust stack?

This is expected. The power exhaust blower is causing a negative pressure in the room where it is located and the pipe from outside is supplying make up air. In the summer the air will be hot!
