04 F250 deisel strong fuel smell

Strong smell of fuel when truck is running, and rt rear wheel is getting coated with a goldish colored varnish,(fuel?). Hard to remove and clean wheel. Dealer said the engine needs a fuel rail? Has anyone had this problem
