If fraud was involved and you can PROVE it you can attempt to reverse the adoption.

Who told you you had 45 days to change your mind; who said it was 14 months; the people who work "there?" Where is "there?"

You need to speak with an Attorney in order to be 100% sure of your rights.

It's STATE law that matters, not CITY law.

You VERY seldom have much of a grace period--and 14 months is pretty ridiculous. I'd LOVE to see the law on that.

How could it possibly be in the child's best interest to rip him or her away from the only parents he or she knows after 14 months?!

In most places, you can change your mind RIGHT UP TO relinquishing your rights. Once you sign those papers, though, you'd better have an attorney to PROVE that you had some sort of fraud involved. They ask you more than once in court if you are being coerced, whether you understand what relinquishment means, and if you know you can change your mind right up until you sign those papers.

Once you sign, any changing of your mind is a serious uphill legal battle. Because you KNOW what you are signing.

How long ago did you relinquish, and why are you changing your mind NOW?
