    Heating
    Our houses central heat does not come on to the set temperature. Thermostat is set at 76 but the room temperature reads 64. When it does come on it will run long enough to reach the preset temp. It will run for about 10 minutes then shut off for about 30 seconds then turn right back on. Will then run for about 15mins before shutting off. When I turn off the unit for a few minutes then turn it on again you can hear the fan click on but doesn't actually start blowing for several minutes sometimes not at all.

    76 is a very high room temperature and your heater may be heating so long that it trips the high limit safety switch. The wait you are experiencing is the time it takes to cool down and reset the switch. Overheating the exchanger is not a good idea either. I would start at 70 and then go up a couple of degrees at a time. See if that works. You may need a new limit switch too, they get fatigued too.
