Basement outlets are sometimes protected by GFCI's. Is yours? Sounds like they are connected together and a loose neutral or power lead would cause that. What is a "radio tester" you plug in to check electricity?

Test your tester on an outlet you know is working just to make sure, or you could get "no contact" voltage tester to make sure there is power going to the outlet if you can get close enough to the cable.
