This movie has the same title (I think) as the famous Sharon Stone movie
A young woman is raped and killed, her younger sister traumatized and mute, her lawman boyfriend guilt-ridden over not helping her. So, she comes back from the dead to set things right and to say good-bye. She kills the rag-tag gang of hooligans that has the entire town in thrall to gang members. One gang member died of bad manners. Another is an Ivy League grad who got hooked on the thrill of the dark side. I thought the movie was called The Quick and the Dead.
