    If it doesn't say so in your lease, then no. And, would you tone down the caps please?? If you find that your living conditions aren't meeting your expectations, you can always move out.

    No, you can put that in as a condition to renew the rental or lease. And you can request it also, but do so in writing.

    You can control some though the check book, if the apartment is not up to level you want, find a new place and give notice when your rental allows

    It might depend on the condition of the carpet. But the landlord is not required to replace it unless it creates an uninhabitable situation.
