Looking at buying a used car
I am looking at buying a 1999 Grand Prix and wants some addvice.. The car has 200000 miles on it and I know it will be needing a intake gaskett soon which will cost $850 to fix. It also needs a outer tie rod end which the seller is paying to fix. So, the main question is, would this be an OK car for a 21 year-old to drive back and fourth to work everyday which is 35 miles each way..

It is already past it's prime and you will need to spend another $850 to start. Find another car.

    Buying a 1999 Grand Prix
I am looking at buying my daughter a 1999 Grand Prix. It has 199000 miles on it and needs a new tie-rod end that the seller will pay to have fixed. It will also be needing a intake gaskett replace as it has started to leak. If I get this problem fixed will it make a good car for a 21 year old to drive back and fourth to work which is 35 mile each way?

My opinion also, you have 70 miles a day to start plus all the other miles. It sounds like it has had a lot of "use" and is in need of a lot of repair already.

I would go with another car

With that said, have you had a mechanic go over the car and check out everything else, a couple hundred on an inspection will be 1000's saved on major repairs

ma0641 said it best. This vehicle is past its prime. Probably not the answer you want to hear. But I certainly wouldn't buy it for my kid to use on a daily commute.
