Is it possible for my wife and step children to come to the states while their papers are being processed? We have beenmarried over two years and the immigration office said that it was not possible.

You just answered your own question... they said no... so if they do anyway... it might cuase their applications to be rejected.

Not enough information to refute the immigration office.

What is your immigration status? What have you filed for your wife and your step-children? Did you marry while the children were under 18? What country are they from?
