    Yes, in fact they must keep the records, If there was a issue about how they handled the case, or if there was a issue with improper procedure latter on, it has to be keep.

    Also the national files ( in the US) that are available for review by police and national security agencies will show all arrests and how they were disposed of.

    First, the phrase is FOUND INNOCENT not "proved". If you went to trial and received a verdict of not guilty, then the prosecution failed to prove its case, not that you were proven to be innocent.

    And the police are required to keep records of arrests, investigations etc. Who has access to those records will depend on the results of the investigation.
