    Why does toilet not flush properly?
    One toilet works fine and the other gurgles and tries to over flow. Why?

    You have a partial blockage downstream from this toilet that must be snaked and cleared.
    This can be done in several places.
    1) Pull the toilet and snake from there. **OR**
    2) You may snake from the lavatory roof vent. Put out enough snake to reach the base and 18 more feet.
