    95 honda civic dx no power to engine or fuel pump
    Switched the main relay fuel pump is new. I think it is a short but don't know where to look . You can hear

    Does the CEL come on for 2 seconds and then go out, when the ignition switch is turned to on (Position II)?

    The ECM is likely toast. Perform the K-Test on the ECM:

    The K-Test: Remove the MAP Sensor connector and turn the ignition switch to ON (Position II). Using a multimeter, check for 5 volts going between the MAP Sensor connector's reference wire (+) and ground. As you look at the connector, this is the socket on the right. Really press the black test lead into a cleaned main ECM ground on the thermostat housing. If the voltage is low, it's probably indicating ECM failure. Most failed ECMs will record a fraction of a volt. To me, the K-Test is simple, elegant, and accurate. Many Hondas parked for several years are now back on the road.     OK the k-test gave me 5 volts on both left and right side of the map senser. So I guess it is getting the power needed.. I I think it is a melted wire some where or something.. I burnt up a harness. But bought a new one replaced it did fine. Any I

    The same thing happened to me,first I replaced the main relay and it didn't change anything and my battery was good, it turned out it was the new fuel pump that was blowing my fuses (it was a new but bad fuel pump) so what I did was disconnected my fuel pump and replaced all the blown fuses, than connected a test light to the fuel pump connector while I cranked the motor and there was power, but when I pluged the connector back into the fuel pump it blew my fuses. So I had to buy another new fuel pump and worked fine after that. So what I'm saying is that your new fuel pump maybe bad.
