    You can sign your rights away but you will have to get a lawyer.

    Unless the other partner ( custody partner) has remarried and the new partner wants to adopt ( then you can sign your rights away to allow an adoption)

    But would there be 1000s of men in Texas jails and prison for non payment of child support if they could just sign away their rights.
