1. where are you located, laws are different in Mexico to Canada or from state to state in the US

2. who does she want to give up the rights to ? The father, the next door neighbor?

3. If the father, is he remarried and the new wife want to adopt ?

4 who currently has custody, and does she just want to give upu custody

It really amazes me how people can think we can give good advice with so little information. To add to what chuck said, she can't just give up her rights. Only a court can terminate parental rights. So we need to know the details to be able to advise what she can and can't do.
