If it slowly turns like it's trying to start, it is most likely the start capacitor, the round or rectangular small box on or near the motor. Match the farad rating as close as possible and replace the capacitor. GROUND the terminals before touching them with your bare hands!

How do you know if the capacitor not the blower motor is bad on the central air unit inside the attic? This is not the compressor outside just the blower unit indoors.

I have a central heat and air unit. Why does my outside air conditioning unit stay on after my inside blower shuts off? It does not stay on every time the blower shuts off, but it does stay on a lot. It has been doing this for several years now.
