    Based on the question it is a scam, as the cost of the visa to enter another country depends on the country and not Ghana.

    The passport and visa is no more than 300 dollars. It is a common scam, and they will want more and more fees, then payoffs and other costs.

    This is one of the most known international scams for dating on the internet
